I can confirm the issue; the thread at
https://forums.scummvm.org/viewtopic.php?t=16948 indicates that the
data is usually distributed with scumvm, so a brave

sudo rm /usr/share/scummvm/drascula/en/drascula.dat

makes the game running again. So probably all it needs to stop shipping
drascula.dat.
