[Pkg-geany-team] Geany 0.21 for Debian

Hi Damián,

Geany 0.21 is out since some days (24.10. iirc) and as there is no 0.21
in Debian yet, I took the liberty to prepare it:

It works just fine on my sid (with geany-plugins 0.20), however I would
not upload it in the current state but improve the packaging a bit,
needing your OK for it :)

Things I'd like to improve:
 - Splitting arch:all stuff into a separate package (-common)
 - Provide:ing API and ABI versions, so -plugins can depend on the ABI
 - Porting the package to dh-style debian/rules and dh compat 8 or 9
 - dpatch → 3.0 (quilt)

I will prepare git branches for those, so you can review :)
