[Pkg-geany-team] Bug#1086558: Debian Packaging rules break included tags files

Hi,

since the change in 
https://salsa.debian.org/geany-team/geany/-/commit/1f2bd775333f01cf3e2d521f2c817ad8ee0247d6
the included tags files in Geany are converted to UTF-8 which is wrong 
and renders those files pretty useless.

These files are not ordinary text files but could be treated rather as 
binary files and should not be converted to UTF-8.

More details are in the upstream bug report at 
https://github.com/geany/geany/issues/3993.

Please remove the conversion of those files.
