Or not ...
The PHP maintainers are supposing the opposite and that was somewhere in
my brain as I was looking into this problem a little bit while working
on kopano-webapp some weeks ago.

It's a little bit unfortunate, with the pending but not pushed change
for Lintian we are getting the lintian error
"php-script-but-no-phpX-cli-dep", with the change of the shebang we
getting a warning "unusual-interpreter usr/sbin/kopano-mr-accept #!php7.0"

I now moved back to a unmodified shebang (like before), but changed the
dependency to php-cli instead of php7.0-cli.

I don't believing in getting the package into unstable until tomorrow
evening due the issue described above as this probably means to get in a
good reactive contact of a ftpmaster.

I added the resulting different patches again.
