yes, as dpkg is a low level tool, it just installs one ore more deb
packages, it doesn't know how to solve dependencies. But that are
apt{,-get}, aptitude, synaptics etc are made for.

And the installation of Recommends can be disabled by administrators and
is done quite often on server only systems. On classical desktop systems
the user has to decide if he turns this globally of.
