yes, any upload to the archive should have no possible problematic
impact on the currently ongoing freeze. This can mostly happen on
packages which are Architecture:any or have specific restrictions to one
or more architectures. Such uploads need then to go to experimental
currently.
But z-push isn't in that category.

Currently Buster will get released with z-push 2.4.5.
I expect 2.5.0 will have the "usual" updates and improvements and no
dramatic interface changes. So in my eyes an upload to unstable is possible.
OTOH the version for Buster is now fixed and you can also think about
the removal of the d-push transitional package. This package upload
should go then to experimental first. A (later made) backported version
for Buster should still include contrary to new versions in experimental
and later in unstable the transitional d-push package.
