I forgot to mention this on #770009, but avoiding the libtool script and
using the relinked binaries installed in debian/tmp-Q16 (with
LD_LIBRARY_PATH) doesn't seem to work any better than going via the
libtool script.

No, I have the imagemagick build-dependencies and nothing else.
Converting the SVG to a PNG at its "natural size" seems to be using
rsvg-convert, and is tolerably fast (~ 15 seconds); it's the "PNG to
resized PNG" phase, which is done by convert(1) itself, that takes all
the time.

As I mentioned on #770009, what is currently done is 14 conversions for
different sizes. If we can't find any better solutions, perhaps we could
cut that down to just one as a smoke-test, and move the rest to the
arch-indep part of the build?
