Hi again!

I just tried the source file from the upstream bug report with
ImageMagick 6.9.0-3 (both, with a bias of 0.5, and a bias of
QuantumRange/2.0), and it turns out that also with 6.9.0-3 the reported
issue is present.
A quick look at magick/effect.c revealed, that MorphologyApply is still
called with a hardcoded bias of zero. The same seems to be true for the
latest version of ImageMagick.
So, I'd like to withdraw my claim that the issue is fixed upstream.
