That's a good idea. I was desperate like you when trying to create a
index file for some hundred JPG's of 5MB each using "montage".
It workes like a charm in Jessie but, without any hints failed in
Stretch on the very same hardware due to "exhausted resources". Wasn't
so easy to find the root cause searching the web.
My quick solution was to just replace the /etc/ImageMagick-6/policy.xml
by the version from Jessi.
I'd appreciate the proposal above as well (use debconf).
