   * What led up to the situation?
I was trying to configure, prior to building, another package (tango-icon-theme-0.8.90) which requires
ImageMagick to create some image files. The configure script failed because pkg-config reported that
IM was not installed even though it was.

   * What exactly did you do (or not do) that was effective (or
     ineffective)?
I downloaded and built IM from source. This created ImageMagick.pc which I copied to /usr/share/pkgconfig.

   * What was the outcome of this action?
The configure script for tango-icon-theme-0.8.90 ran correctly.

   * What outcome did you expect instead?
Failure of course.
