[Pkg-gmagick-im-team] Permissions issue in policy.xml

Hello ImageMagick package maintainers,

I've recently stumbled upon this annoying issue with imagemagick:

where you're not allowed to convert images into a PDF due to some sort 
of "security policy"... this should really not happen. I beseech you to 
change the policy.xml file distributed with imagemagick so as not to 
restrict people from creating PDFs, or other formats.
