[Pkg-gmagick-im-team] ImageMagick severely outdated on Debian

I have recently run into an issue with ImageMagick with its WebP encoder.
I initially blamed the wrong software for the problem but it turns out that
ImageMagick fixed the issue already, but Debian has an outdated version of it.
The most recent version is 7.1.0-51, but Debian experimental is only on 6.9.12.

So is there a specific reason why Debian is stuck on version 6?
