[Pkg-gmagick-im-team] Bug#1033324: Debian 11 ImageMagicks policy.xml is an invalid xml file

The file "/etc/ImageMagick-6/policy.xml" is not a valid xml file because 
line 76 is missing "-->" to close the comment on the same line.
As a result, it creates a comment containing both this line and the next 
one, which makes the comment include "--", which is forbidden in xml.

Currently, this prevent automatic tools from parsing this file, since it 
doesn't get validated as a valid xml file.
