imagemagick no longer sets "PACKAGE_RELEASE_DATE" in configure.ac, this is due
to the Debian patch 0022-Embeds-date-dependent-on-timezone.patch.

This code in question now looks for a file that does not exist, and therefore
fails, it also generates a error message that is readable from the build log [1].

> date: ./ChangeLog: No such file or directory

The field "PACKAGE_RELEASE_DATE" is being used multiple places within imagemagic,
and one of them is GetMagickReleaseDate() that now returns an empty string. I
suspect that this bug affects imagemagick itself and possible other packages
as well, but perhaps not as severe as wand, that requires this information when
running the test-suite.


I believe the easiest, and correct, solution is to drop the patch altogether.
