[Pkg-gmagick-im-team] Bug#1064658: imagemagick: .pc files contains -lfftw3 but no libfftw3-dev dependency

While debugging a misdetection of ImageMagic in some configure script, I
moticed that
  pkgconf MagickWand --libs --static
includes -lfftw3, but there is no libfftw3-dev dependency.
