   * What led up to the situation?

I tried to convert a jpeg file to pdf

   * What exactly did you do (or not do) that was effective (or
     ineffective)?

Added this line to /etc/ImageMagick-6/policy.xml before </policymap>

  <policy domain="coder" rights="read | write" pattern="PDF" />


   * What was the outcome of this action?

Before the addition, convert said it was impossible.

   * What outcome did you expect instead?

I expected to convert the jpeg to PDF. After the addition, it works.

It would be convenient for all users if that line were by default part
of the
policy map instead of needing to be edited into the file after every
install.
