[Pkg-gmagick-im-team] Bug#1149844: Let the title line of the window of `display` show non-ASCII Unicode symbols from the file name

Package: imagemagick-7.q16
Version: 8:7.1.1.43+dfsg1-1+deb13u12
On a system with a German UTF-8 locale, grab any image file (say, https://www.debian.org/logos/openlogo-100.png) and ensure that its file name contains a non-ASCII symbol (in our example, rename it to ästhetisches_Debian.png). Open the file with `display` (in our example, `display ästhetisches_Debian.png`). Resize the window to full screen and observe mojibake in the window title (“ästhetisches_Debian.png”). Setting LANG, LC_ALL, and LC_CTYPE to "de_DE.utf8" or "de_DE.UTF8" in advance doesn't help.
Please fix this.
Gratefully!
Peter
