Revert "Update debhelper compat to 14"

In debhelper compat level 14, systemd user services are restarted on
upgrade, and unlike system services there is currently no way to
configure this not to happen. We don't want all running terminals to
exit during an upgrade.

This reverts commit 8a7cccd5b0a1e511084daf74185f28d08b736081.
