It may be that apt presently finds a working upgrade procedure. It may
also be that current dependencies ensure that those versions cannot be
installed together (removing the need to declare Breaks). However,
nothing prevents those packages from being unpacked at the same time.
apt may legitimately choose to deconfigure the trixie package, unpack
the forky package, remove the trixie package, and configure the forky
package. To reliably prevent this from failing, Conflicts or Replaces
must be declared.
