I can talk to the release team and upload the core packages (mutter, 
Shell, etc.), but I'm not able to be the single point of failure for it: 
if there are regressions then I'll need help from other team members, 
and I don't intend to test/upload every Shell extension myself.

I don't know how to test gnome-kiosk or phosh, so someone who 
uses/maintains those will need to be responsible for their uploads.
