It seems to be fixed: now a corner panel in a top-corner will only
prevent windows from being moved into that corner, not the entire top of
the display.

[That said, it's still an annoying limitation -- for instance even a
very small corner panel will cause `full screen expanded' windows to
completely avoid the top of the screen.  I wish there was an option to
simply turn off the limit behavior entirely (I have a mouse/modifier
binding that allows me to move windows even when the title bar is not
visible), but I guess that's against the gnome religion these days...]
