This is the result of a bug in the build daemon.

Getting XML::Parser installed is the responsibility of the intltool package.
intltool is an implicit build dependency of at-spi through gnome-common
through gtk-doc-tools which is an explicit build dependency of at-spi
through a Build-Depends-Indep: declaration. That declaration is apparently
being ignored, as the buildd log shows no signs of gtk-doc-tools,
gnome-common or intltool being installed.

A build using pbuilder works just fine (at least on i386).
