Just noticed that it works with alt+tab and with alt+F7, but doesn't with 
alt+lmb drag. So i was somewhat too harsh :).. But still it's weird that
other windows get raised with alt+lmb drag and borderless Eterms don't

I also just noticed that it is only the case in sloppy focus mode.
