Bug#217454: metacity: Eterm without window decorations stays below other applications

Hi,

  To reproduce:
    - start Eterm borderless: Eterm -x
    - start another app for example eog
    - drag eog over Eterm, eog is on top of the terminal
    - Give the Eterm focus and drag it around, eog stays on top of Eterm

  This worked fine with the gnome 2.2 version of metacity.
