Bug#61611: timezone change bug on gnome's clock

Hi,

I was reviewing this bug (#61611) and if I understand you correctly,
this is a problem in libc6 and should be fixed there. Does it make sense
to you to reassign this bug to the libc6 package or submit a new one?

I found bug #122874 which seems to be related to this same problem
(CC'ing), what do you think?
