Bug#244275: balsa: doesn't prepend separator dashes before signature and only takes 1st line of signature

Two bugs, both related to signature handling:

1) Separator dashes don't get prepended, even if that option is selected for this role.

2) No matter how many lines the signature has, Balsa only uses the last line.
