It _is_ a bug of the locales and/or xlibs-data package.  glibc should
be listing locales that work both inside and outside of X in its
SUPPORTED list.  If that locale doesn't work with X, it's not well
supported by Debian, and probably shouldn't be in the list (replaced
with a locale that _does_ work).  If the glibc maintainers feel that
more aliases should be added to xlibs-data instead, they can reassign
it there.
