No. They need to be reassigned to the package that actually depends on
libsm-dev, which isn't libgtk2.0-dev. (The libgtk2.0-0 runtime library does
not depend on libsm6, nor does anything in libgtk2.0-dev refer to libsm)
For the bug-buddy report it's libgnomeui-dev, as
/usr/lib/pkgconfig/libgnomeui-2.0.pc's libs entry actually has "-lSM" in it.
I've not looked at the yelp case yet.
