Bug#267173: gnome-system-tools: Indicate package to install in ntp message

When I try to turn on ntp support using the "synchronize clock with net
servers" checkbox, but ntp is not installed, the error message should
say to install the "ntp" package to get the functionality.

Even better would be to offer to download and install the package right
there, but that could raise security issues.  Perhaps offer to fire up a
package manager with ntp highlighted.
