Bug#284781: gnome-cups-manager: should only show jobs for current user

We have quite a few printers on our network to which users can send jobs, but
the the icon pops up whenever a printer is busy with anyone's job. With our
setup, there is too much noise in that our users do not care if someone else is
printing a job on a printer in an adjacent building. It would be nice to have
the icon only pop up for printers on which the current user has active jobs or
has recently sent jobs to. (e.g. to warn people that a printer they sometimes
use is currently down for maintenance.)
