Bug#280718: gnome-cups-manager: floods central cups printer server with requests

Current gnome-cups-manager needs to poll the CUPS server as there is no
other way of obtaining the job information.

One semi-solution for the central server use-case is to install a local
cupsd on each machine, which simply forwards the jobs.  This way the
local machines take the hit of the polling.

Upstream's plan is to remove the polling for GNOME 2.10, but this will
require a DBUS-enabled CUPS (which Debian doesn't have at the moment).
