Sound-juicer allows encoding to Ogg Vorbis, FLAC, and WAVE, but not MP3.  
The MP3 radio box is faded out.  I have of sound juicer's deps, and 
recommends installed.  Please include whatever mp3 encoder is needed in 
the recommended packages list.

MP3 encoders are patent-encumbered so cannot be distributed with Debian.
Thus, there is no package sound-juicer can recommend to install a MP3
encoder.

For the record, you need a gst-plugins rebuilt with lame-dev installed,
and the debian/control file changed to produce a gstreamer0.8-lame
package.  You may be able to find this on the net, someone must have
done it before.
