It seems to me perfectly reasonable for rhythmbox to treat data fetched from the ID3 tags as read only and not allow this to be changed with drag in drop.  In that case though, the bug is showing the '+' symbol in the mouse cursor as the '+' symbol indicates that the mouse pointer is hovering over a valid destination to drag and drop.
