Bug#232370: libeel2-data: should not depend on libeel2-2

libeel2-data should not depend on libeel2-2. 

This circular dependency can break building of other
packages. Happened to me with nautilus-media on s390 which is
therefore now blocked from testing. See

If you want to prevent libeel2-data to be installed with earlier
versions of libeel2-2, please use conflicts instead.
