If this is a dummy package, then it should be architecture: all
and generated by the binary-indep target in debian/rules.

While we are at it, since this is a dummy package, please set priority
to "extra" and Section "oldlibs", so that tools like deborphan
recognize it clearly as "may be removed if present".
