The package was probably already installed on the buildd, but the
library seems to be broken. The same happened with the alpha buildd.

The libice{6,-dev} packages look OK - building something with them on
ia64 uses libICE.so and not libICE.a, so I suppose the problem exists
only on the buildd's.
