The python policy recommends #!/usr/bin/python in this case, and surely
not hardcoding pythonX.Y if it is possible to avoid it.
You are right on the other point: #!/usr/bin/env python is fragile, and
often fails when there is a locally installed python version. It should
be changed to #!/usr/bin/python.
