Bug#228283: Nautilus Location-Bar and Messages only display UTF-8 Charsets

My System (Debian/unstable) is configured for a German-Environment with
ISO-8859-15 Charset:

/etc/environment:
LC_ALL=de_DE.ISO-8859-15
LANG=de_DE.ISO-8859-15
LANGUAGE=de_DE.ISO-8859-15

The locales have been generated correctly with the locales
Debian-Package.

The german language has some special characters. I dont know how they
are called in english. I mean the a,u,o with doublepoint above.

These characters are displayed correctly on terminal, gnome-terminal,
any kde-application, any gtk1- and gtk2-application, and in any
gnome2.4-application. But they are not displayed correct in the
Nautilus-dialogs (when copyin files with this special characters) and
location-bar.

When I create a new folder with nautilus it is created with UTF-8
Charset. This folder looks well in the nautilus-location-bar but not in
the other programs because of the wrong (for my IS0-8859-15 System)
charset.

Looks like nautilus only knows UTF-8 and doesnt use the locale
environment-settings. In Symbol-View everything is correct, the problem
occurs only in the location-bar and in the copying/moving dialogs.
