Bug#255980: gnome-panel: Top panel appears on the bottom

I am seeing the same problem with respect to the top panel not appearing.
However, once the timing was right that I could see that the top panel was
UNDER the bottom panel.
If I send the bottom panel to the right, then send the top panel to the bottom
then the top it is good for that session.  I then set the right panel back
to the bottom and log out saving session and the top panel is at the bottom
again on the next logon.

I am suspecting that this may be legacy gconf information and will create
a new user to see if the problem reproduces.
