Bug#257471: missing devhelp.schemas

I did an update/upgrade.  Since I reported the bug, I had done 2
update/upgrades.  If 0.9-8 would have been visible, it would have
been tried.  And it is still a bug I think, that no package in
testing or unstable is listed as containing that schemas file.
Or, at least that was the case a day or so ago.
