Bug#258306: gdm: Please ship greeter.dtd and register it in XML catalog

Please ship the 'greeter.dtd' and whatever else would aid the artist
in creating GDM login themes.  Be sure to register it in the global
XML DTD catalog.  There's probably a debhelper script for that.
