Bug#258704: gnome-desktop-environment: gconf stores a huge amount of stuff in /etc

On a system with gnome from sid /etc/gconf is 34 MiB in size. Is there a
strong reason why all that data is in /etc as opposed to /usr/share or
/var/lib? I understand that this is where upstream puts it...
