when compiling gaim, the configure script was detecting libstartup-notification0 even though the -dev package wasn't installed. this turns out to be because we use pkg-config to detect the library and the .pc file is installed with the binary. normally one only uses pkg-config when going to compile, at which point you'd obviously need the headers from the -dev package, and for this reason the .pc file is usually packaged with the -dev instead of in the binary package.
