Bug#261622: gedit: Saving files in UTF-16 is broken

When saving a file in the UTF-16 encoding, only two characters are written
and nearly all of the file is lost. To reproduce:

Open gedit.
Type a few characters.
File->Save as....
Select UTF-16 as the encoding
Type filename and save.

The resulting file is two bytes long.
