should be first, as it does not depend on any of the others, and this
makes the actual boot time (time from reboot until the user can start
using the system) significantly faster.

The system isn't ready for use until all the daemons are started.=20
This is why you don't get a console login prompt before startup is
finished, and why /etc/nologin exists until it is finished. You can't
login until this is finished anyhow, so gdm should startup last, where
it currently does.
