Bug#251992: gnome-control-center: Should recommend/depend gnome2-user-guide for integrated help

Package: gnome-control-center
Version: 1:2.4.0-9
Severity: minor

Several gnome-control-center applets (or whatever the terminology is)
provide a "Help" function. Some (possibly most/all) of these documents
are provided by the gnome2-user-guide. There is no dependency or
recommends for gnome2-user-guide. There should be at the least a
recommends.

Example behavior:

 1. Run gnome-control-panel or an applet. Either click on an item under
the "desktop preferences" menu under the start button (gnome foot),
    or run "gnome-control-panel".

 2. Click on an applet, e.g.: "Background"

 3. Click on the "Help" button lower left.

Without gnome2-user-guide installed, an error dialog appears indicating
the file could not be found.

This is apparently only a part of the problem as installing
gnome2-user-guide alone results in an error dialog:

There was an error displaying help: There was an error launching the
default action command associated with this location.

...indicating additional unmentioned dependencies. These should also be
corrected.

Peace.
