Bug#251953: gnome-settings-daemon not in default PATH

gnome-settings-daemon is part of the lower-level GNOME platform, and not
the sort of tool called by "normal" users.  If someone wishes to run
GNOME apps outside of GNOME they must start gnome-settings-daemon, but
running it is not a normal user action.  Thus, it lives in
/usr/lib/control-center.
