Bug#252474: gnome-panel-data: needs to conflict with old gnome-core

Greetings,

During an upgrade from woody to sarge, if gnome-panel-data is upgraded
before gnome-core, the upgrade is interrupted due to a conflicting file:
/etc/sound/events/mailcheck.soundlist.  This error interrupted the
upgrade of all of my group workstations.

This can be avoided if gnome-panel-data conflicts with gnome-core
(<<2.0.0).
