Sorry, I don't understand your argument. Even if you upgrade from Woody,
there will be no conflict. Since there's no yelp package in Woody. :-)

If I plan to use gman under Sarge, I have to choose between

- uninstalling Gnome (because many core Gnome packages depend on yelp)
- forcing apt to disregard conflicts/dependencies
- recompiling yelp without that Conflicts

The same time yelp gives me something very unrelated to gman. (If yelp was
someting very similar and superior to gman, it would be OK.) And no files
conflict in the two packages, there are not any single common file in an
installed gman and an installed yelp package. (It's a different matter
that there was a time when such a problem existed. But as yelp appeared
after Woody was released, only those people will be affected by this
problem who run a testing/unstable release. Then they have the knowledge
to overcome it.)

Please explain me what do you mean under "Potential upgrade issues from
Woody". (I suspect you overlooked something.)
