Bug#252435: gnome-applets: me too - for one user but not another

I have what I think is the same problem for one user.

If I attempt to drag the bar on the volume applet, it doesn't alter
the volume and snaps back to 0. Right-clicking the applet and trying
to load the mixer gives an error window saying

   "Sorry, no mixer elements and/or devices found".

On the other hand, the same user can run mixers such as nmixer,
alsamixer and the mixer in the Gnome multimedia menu successfully, and
they all work.

Another user on the same system can use the mixer applet OK.
